That's true. Mr. Bush (so far as we know) has not ordered operatives to break into the offices of his political opponents.
However, the wiretapping laws that Mr. Bush and his administration have violated were put in place precisely because of President Nixon's use of such wiretaps to spy on American citizens.
President Nixon used the Internal Revenue Service as an intelligence arm of his office, and in this morning's newspaper I read that (in violation of Federal law) the IRS has recently been collection information on taxpayer political party affiliation.
The aim of both administrations has been to create an imperial presidency, where the executive branch has few, if any, checks on its authority from the courts or legislature. In that sense, I absolutely stick with the intent of the cartoon.
President Nixon may have been many things, but he was not a stupid man.
