Coming from a snowy climate, there are a couple of reasons why snow shuts down the area.
There are not very many snow plows and sanding trucks. Cars never are equipped with snow tires, and people don't have chains.
It's not like people are stupid. In cities like Chicago and states like Montana, we are prepared. We have the tools necessary to travel in the snow and ice.
Monday night, fully-loaded busses were sliding off the road.
