Mr. Madison was simply relating his thoughts to the matter, and I don't think those words are anywhere in the Constitution.
I know we dont see eye-to-eye on this, and as all I can do is reiterate what I said above, I wont respond further as the comments are falling on deaf and closed ears.
He has done nothing illegal. If he had, it would have been over by now. You can argue, and have a very good case for, his abuse of his power, but the plain truth is that it is his power. All of the things you mention, up to and including his recent commutation, is all in his right to do so.
